Maqedonia e Veriut, vendi i pestë në Evropë për ikjen e kuadrit të arsimuar

Enti shtetëror për revizion (ESHR) sot e publikoi raportin përfundimtar nga revizioni i kryer për suksesin “Efikasitet i masave për parandalim të ikjes së kuadrove profesionale dhe me arsim të lartë”. Sipas raportit të IOM-it për vitin 2020, Republika e Maqedonisë së Veriut ndodhet në top 20 vendet në botë me emigracionin më të madh jashtë vendit, përderisa sipas vlerësimeve të Bankës botërore, pothuajse 40 për qind e kuadrit me arsim të lartë është larguar nga vendi. Sipas Indeksit të ikjes së trurit të Global Economy, RMV është në vendin e pestë (nga 41 vende evropiane), që qartë tregon se shteti po përballet me humbje të madhe të talentëve.

Qëllimi i revizionit, sqarojnë në kumtesë nga ESHR, ishte t’i jepet prëgjigje pyetjes “Nëse Qeveria e Republikës së Maqedonisë së Veriut i ka planifikuar, implementuar dhe monitoruar masat dhe aktivitetet nga Strategjia nacionale për rrjetëzim dhe bashkëpunim me kuadrot profesioale dhe me arsim të lartë 2013-2020, në mënyrë në të cilën do të mund të kontribuonte në parandalimin e ikjes së kuadrove me arsim të lartë?”.

Sipas të dhënave të Entit shtetëror për statistika numri i qytetarëve të Maqedonisë së veriut të cilët u larguan jashtë vendit në periudhën 2013-2022 është 7.861 persona. Të dhënat e ESHS-së për strukturën arsimore të personave të cilët u larguan nga vendi tregojnë se në periudhën 2015-2022 nga vendi kanë emigruar gjithsej 719 persona me arsim të lartë, shfaqur sipas viteve në grafikon.

Siç qëndron në raport, në pajtim me të dhënat e marra nga organizatat ndërkombëtare dhe vendet në pranim, numri i qytetarëve të Maqedonisë së Veriut të cilët qëndrojnë jashtë vendit po rritet me shkallë të dukshme. Kjo tendencë, nënvizohet në kumtesën e ESHR-së, tregon sfida serioze për shtetin, duke e prëfshirë ikjen e kuadrove me arsim të lartë dhe efektet potenciale ndaj ekonomisë dhe shoqërisë në tërësi.

Strategjia nacionale për rrjetëzim, bashkëpunim dhe parandalim të ikjes së kuadrove profesionale dhe me arsim të lartë 2013-2020 është dokumenti i vetëm strategjik për politika publike në të cili drejtpërdrejtë adresohet çështja për “ikjen e trurit”. Kjo strategji, theksojnë nga ESHR, nuk është publikuar në Gazetën zyrtare dhe në ueb-faen e MASH-it, ndërsa mungesa e dokumentacionit mbështetës për mënyrën e planifikimit dhe përpunimit të Strategjisë, nuk siguron të dhëna të besueshme për përfshirjen e të gjitha institucioneve relevante në krijimin e dokumentit strategjik.

Edhe pse me miratimin e Strategjisë dhe Planit të aksionit për vitin 2013/2014 u definuan qëllimet, masat dhe aktivitetet për uljen e emigracionit të kuadrove me arsim të lartë, me revizionin e kryer është konsttauar shkallë e ulët e implementimit të tyre. Gjendja e këtillë, sipas ESHR-së, i referohet koordinimit të pamjaftueshëm mes institucioneve dhe bartësve të masave, si dhe grupit të formuar të punës në kuadër të Ministrisë së Arsimit, e cila duhet të vendosë sistem nacional për ndjekje më të lehtë dhe menaxhim me lëvizjen e individëve me arsim të lartë nga vendi.

Në raport ceket se nuk është vendosur sistem funksional për ndjekjen dhe menaxhimin me emiogracionin intelektual në Republikën e Maqedonisë së Veriut, për shkak të mosvendosjes së rrjetit apo bazës së të dhënave të personave me arsim të lartë të cilët jetojnë dhe punojnë jashtë vendit dhe analizës së pakryer të gjendjeve me emigracionin e kuadrit me arsim të lartë, me numrin e personave të emigraur, profilin arsimor, profilin e moshës, me adresimin e shkaqeve për emigrim.

Në bazë të analizës së kryer, revizioni konstatoi dallime të konsiderueshme mes numrit të kuotave të miratuara dhe numrit të studentëve të regjistruar, që tregon mungesë të analizave për krijim real të politikës regjistruese, të kahëzuar drejt harmonizimit të ofertës dhe kërkesës dhe në korrelacion me politikat për zhvillim ekonomik të shtetit”, tregojnë rezultatet nga analiza e kryer.

Gjatë revizionit, informojnë nga ESHR, është angazhuar një ekspert i cili ka kryer studim/hulumtim, vlerësimet e të cilit tregojnë se në periudhën 2013-2021 nga shteti mesatarisht brenda vitit emigrojnë nga rreth 2.500 kuadro të arsimit të lartë, për të cilët shteti mesatarisht në vit ka investuar nga rreth 5 miliardë denarë apo gjithsej për periudhën e analizuar ka shpenzuar 44,7 miliardë denarë, përkatësisht rreth 725 milionë euro.

Ikja e kuadrove me arsim të lartë, qëndron në kumtesën e ESHR-së, ka efekt serioz ndaj bruto prodhimit vendor (BPV), me 0,8% të vlerësuara të BPV-së në nivel vjetor, megjithatë, efekti i përgjithshëm i shpenzimit oportun, duke e përfshirë BPV-në e humbur e cila nuk është gjeneruar për shkak të emigracionit, vlerësohet në 5,15 për qind të BPV-së në nivel vjetor.
